On December 3, the Quang Ninh Provincial Party Committee held a conference to announce the Politburo's decision on personnel arrangements.

At the event, a representative of the Central Organization Commission officially announced the Politburo’s decision: Mr. Quan Minh Cuong is relieved from his roles as member of the Executive Committee and Standing Committee, and as Secretary of the Cao Bang Provincial Party Committee for the 2025–2030 term.

He has been transferred and appointed as member of the Executive Committee and Standing Committee, and Party Secretary of Quang Ninh Province for the 2025–2030 term.

Speaking at the ceremony, Cuong pledged to make every effort to swiftly understand local affairs, continuously learn and devote himself to the role, uphold core principles, and work closely with the Standing Committee, the Provincial Party Executive Committee, and the entire political system of Quang Ninh.

He expressed a strong commitment to strengthening internal unity and successfully implementing the 16th Provincial Party Congress Resolution.

Cuong was born in 1969 in Hung Yen Province. He holds a doctorate in law and a bachelor's degree in police studies.

He has previously served as Deputy Head of the Central Organization Commission, Deputy Secretary of the Dong Nai Provincial Party Committee, and Secretary of the Cao Bang Provincial Party Committee.
