On November 19, during this extraordinary session, the provincial delegates voted to relieve Le Van Luong from his role as Chairman of the People's Committee.

Le Van Luong has been appointed by the Party Secretariat to serve as Deputy Secretary of the Dien Bien Provincial Party Committee.

Ha Quang Trung, previously Deputy Secretary of Lai Chau’s Party Committee, was elected by the provincial People’s Council to assume the chairmanship.

Speaking upon his appointment, Ha Quang Trung affirmed his commitment to dedicating himself wholeheartedly to his new responsibilities, working tirelessly and in unity with others for the overall development of the province.

Born in 1976 in Hung Yen province, Ha Quang Trung holds a university degree in Finance and Credit, and a master’s degree in Business and Management.

He previously served as Director of the Department of Finance of Dien Bien province, Secretary of the Dien Bien Phu City Party Committee, Chairman of the City People's Council, and Deputy Head of the Organization Committee of the Dien Bien Provincial Party Committee. In October 2025, he was appointed Deputy Secretary of the Dien Bien Provincial Party Committee.

Two days prior, on November 17, the Lai Chau Provincial Party Committee convened a conference to announce the Party Secretariat’s decision to reassign and appoint new personnel for the 2025–2030 term. Accordingly, the Secretariat decided to remove Ha Quang Trung from his roles in Dien Bien - member of the Party Executive Committee, member of the Standing Committee, and Deputy Secretary of the Dien Bien Party Committee.

He was then assigned to join the Party Executive Committee, Standing Committee, and take on the role of Deputy Secretary of the Lai Chau Provincial Party Committee for the 2025–2030 term.
