On the afternoon of November 18, the 6th session (special session) of the 10th Tay Ninh Provincial People’s Council was convened to finalize key personnel appointments.

During the session, the council officially dismissed Nguyen Van Ut from the role of chairman of Tay Ninh’s People’s Committee and accepted his resignation as a provincial delegate for the 2021–2026 term.

Nguyen Van Ut had previously been reassigned by the Party Central Secretariat to serve as Deputy Secretary of Dong Nai Province and was subsequently elected as chairman of the Dong Nai Provincial People’s Committee.

Following the formal dismissal process, the council moved forward with the new appointment.

Le Van Han, currently serving as Deputy Secretary of the Tay Ninh Provincial Party Committee, was elected by the council to serve as chairman of the provincial People’s Committee for the 10th term, covering the 2021–2026 period.

Born in 1970 in Vinh Long, Han holds dual bachelor’s degrees in Literature Education and Public Administration, as well as a master’s degree in Educational Management.

Prior to his reassignment to Tay Ninh, Han held multiple senior positions in Tra Vinh Province, including chairman of the provincial People’s Committee from November 2020 to June 2025.

Following the merger of Tra Vinh, Ben Tre, and Vinh Long into the newly formed Vinh Long Province, Han was appointed by the Politburo as Deputy Secretary of the Vinh Long Provincial Party Committee for the 2020–2025 term. He also served concurrently as chairman of the provincial chapter of the Vietnam Fatherland Front.

On October 3, Han was further appointed by the Politburo to the Executive Committee and Standing Committee of the Vinh Long Provincial Party Committee for the 2025–2030 term, and continued serving as Deputy Secretary until his reassignment to Tay Ninh.
