After stepping down as deputy secretary of the Khanh Hoa Provincial Party Committee, Nguyen Khac Toan has been appointed as deputy secretary of the Hue City Party Committee and was unanimously elected by the city council as chairman of the People’s Committee of Hue City.
On the afternoon of November 18, at a special session of the 13th Hue City People’s Council (2021–2026 term), delegates voted to consolidate the city government’s leadership structure.
Specifically, the council approved the dismissal of Phan Thien Dinh from his post as city chairman. Dinh was recently appointed deputy secretary of the Ha Tinh Provincial Party Committee and elected by the provincial council to serve as chairman of the Ha Tinh Provincial People’s Committee.

Concurrently, Nguyen Khac Toan - recently appointed deputy secretary of the Hue City Party Committee - was elected chairman of the Hue City People’s Committee for the 2021–2026 term, with unanimous approval from all attending delegates.
Earlier, on November 16, the Hue City Party Committee held a meeting to announce the Central Secretariat’s decision to relieve Toan of his posts in Khanh Hoa, including his role as deputy secretary of the provincial Party Committee for the 2025–2030 term.
He was transferred to Thua Thien Hue and appointed as a member of the city’s Party Executive Committee and Standing Committee. He now serves as deputy secretary of the Hue City Party Committee and was nominated for the chairmanship of the city government.
Nguyen Khac Toan was born in 1970 in Dong Ninh Hoa Ward, Khanh Hoa Province. He holds degrees in Law and in Party and Government Administration, as well as an advanced degree in political theory. He is an alternate member of the Central Committee of the Communist Party of Vietnam for the 11th and 12th terms.
During his time in Khanh Hoa, he held various leadership positions, including deputy chief of the provincial Party Committee Office, chief of the Office, Party secretary of Cam Ranh City, head of the provincial Organization Department, permanent deputy Party secretary, chairman of the Provincial People’s Council, and chairman of the Khanh Hoa Provincial People’s Committee for the 2021–2026 term.
Following the merger of Khanh Hoa and Ninh Thuan provinces, Toan continued to serve as deputy secretary of the Khanh Hoa Provincial Party Committee for the 2020–2025 term, chairman of the Provincial People’s Council (2021–2026), and chairman of the Provincial People’s Committee.

At the same council session, delegates also elected a new vice chairman of the city government. With unanimous approval, Tran Huu Thuy Giang - currently a member of the city Party Committee and chief of the city’s Office of the People’s Committee - was elected vice chairman for the 2021–2026 term.
Born in 1981 in Duong No Ward, Hue City, Giang holds a doctorate in tourism and service management.
Prior to his new appointment, Giang held several key positions, including director of the Thua Thien Hue Department of Tourism, chief of the provincial government office (now under Hue City), city Party Committee member, standing member of the city government’s Party committee, and chief of the city government’s Office of the Party and People’s Committees.
