Delegates reviewed the 2025 self-assessment report by the Standing Committee of the Central Military Commission and the Ministry of National Defense, along with reports on the military’s emulation and commendation activities for 2025 and targets for 2026.

The meeting also examined performance across multiple areas of work and reviewed key tasks handled by the Commission during the second half of the year.

Notably, participants discussed a proposal to revise Government Decree No. 06, which outlines the highest military ranks - Lieutenant General, Rear Admiral, Major General, and Commodore - in the Vietnam People’s Army and Navy.

General Phan Van Giang praised the quality of the reports and urged relevant agencies to incorporate feedback from the meeting, finalizing the documents in accordance with regulatory standards.

2026: The starting point of Vietnam’s modern military vision

The year 2026 will mark the first year of implementing resolutions set by the 12th Congress of the Party Committee of the Vietnam People’s Army and the 14th National Party Congress. The armed forces are entering a critical phase to realize the long-term goal of building a modern military.

To this end, the military must intensify strategic research and forecasting, and provide timely policy advice to the Party and State on military and national defense strategies.

Efforts must also be directed toward developing military doctrine and strategy to meet evolving demands in safeguarding national sovereignty.

The army will continue improving overall quality and combat readiness by streamlining force structures for greater efficiency and effectiveness. Crucially, it will propose the establishment of new military units and ensure sufficient weapons and equipment to support modernization goals.

Focus areas: Foreign defense policy, defense industry, and land management

Vietnam’s defense diplomacy will continue expanding, with practical and effective bilateral and multilateral engagement aimed at strengthening strategic trust.

The armed forces will ensure timely and adequate logistical and technical support for all missions. Simultaneously, various projects and initiatives will be rolled out to gradually export defense products in Vietnam’s areas of strength.

General Phan Van Giang emphasized that in 2026, the government will launch several nationally significant infrastructure projects with dual-use value for economic growth and national defense.

Military units must proactively manage and oversee defense land, especially in areas slated for expressways, high-speed railways, or socio-economic projects requiring military land access.

Defense authorities are tasked with researching and proposing suitable land-use plans that balance development needs with military readiness.
