The draft outlines incentives for individuals recruited into the military system or recognized as strategic talent. These include allowances for uniforms, special dietary provisions, and necessities not currently covered by standard regulations.
Regarding housing, eligible individuals would be prioritized for renting official residences, including terraced houses with at least 60 m² of land or apartments with at least 60 m² of living space. Interior furnishing costs are capped at 150 million VND (approx. 6,000 USD). For larger accommodations - up to 150 m² for terraced houses or under 145 m² for apartments - the cap is 200 million VND (approx. 8,000 USD).
In cases where official housing is unavailable, individuals will receive rental support. They will also receive top priority in social housing projects and housing land programs, above even civil servants and public employees.
For scientific achievements, individuals whose inventions or research bring significant benefits to military operations (but are not commercialized) will receive a one-time bonus of at least six times their current salary. The Defense Minister will determine the exact bonus amount based on the contribution’s effectiveness.
Increased allowances for new recruits and top performers
Outstanding university graduates newly recruited into the military may receive a monthly supplementary allowance equal to 250% of their current salary for five years. Other eligible individuals may receive 350% over the same period, starting from the Defense Minister’s official recruitment decision.
The draft also proposes higher monthly allowances - ranging from 400% to 500% of base salary - for professionals with strategic impact:
Those entitled to a 500% allowance include professors and associate professors who lead groundbreaking research or policy planning in national or international strategic fields, as well as chief project architects and ministry-level chief architects.
A 450% allowance would apply to PhD holders, specialists with Level II medical or pharmaceutical credentials, business managers, and experts leading breakthrough research or strategic initiatives.
A 400% allowance is proposed for master's degree holders and those with Level I medical or pharmaceutical credentials playing similar roles.
Even those not listed above but deemed critically needed in defense-focused sectors may still receive the 400% salary allowance.
In addition to these allowances, the Defense Minister may authorize an extra 50%–100% of base salary for individuals with outstanding annual performance, based on product quantity, quality, and project timeliness.
Long-term policy for key military talent
Once officially designated as “strategic military talent” by the Defense Minister, officers, defense professionals, public servants, and civilian workers in the military will receive an additional 400% monthly salary allowance.
This amount can rise up to 550% for professors, associate professors, and senior architects who make groundbreaking scientific or strategic contributions in priority national or international fields.
PhD holders, Level II medical or pharmaceutical doctors, and strategic managers will qualify for up to 500%. Meanwhile, master’s holders and Level I doctors/pharmacists may receive up to 450%.
Even outside these categories, professionals working in essential defense sectors may be granted a 450% allowance if deemed critical to military operations.
Similar to newly recruited individuals, these talents may also earn an annual performance-based bonus of 50%–100% of their base salary, depending on the results of their work.
