On November 19, the Dien Bien People’s Council convened a special session to finalize leadership appointments for the positions of chairman of the People’s Council and chairman of the People’s Committee.
During the session, the Council passed a resolution to relieve Le Thanh Do of his duties as chairman of the People’s Committee for the 2021–2026 term.
At the same session, Le Thanh Do was elected chairman of the Dien Bien People’s Council for the same term.
Following this, Le Van Luong, currently serving as deputy party secretary, was officially voted in as the new chairman of the provincial People’s Committee.
In his acceptance speech, Le Van Luong pledged to continue administrative reform and enhance the efficiency and effectiveness of provincial governance, contributing to Dien Bien’s broader development goals.
Born in 1968 in Ninh Binh Province, Le Van Luong holds dual bachelor’s degrees in education and accounting, along with a master’s degree in economic management.

In a related transition, the People’s Council of Lai Chau Province has elected Ha Quang Trung, former deputy party secretary of Dien Bien, as the new chairman of Lai Chau.
