As of July, women account for 6.25% of members of the Politburo and 10.65% of the 13th Party Central Committee. Following the recent administrative restructuring, 23 women now hold positions as secretaries or deputy secretaries of provincial and municipal Party Committees.

These figures were shared by Nguyen Thi Tuyen, Vice Chair of the Central Committee of the Vietnam Fatherland Front (VFF) and President of the Vietnam Women's Union, in her keynote speech at the preparatory session of the 1st Congress of the Party Committee of the VFF and Central Mass Organizations for the 2025-2030 term, held in Hanoi on the morning of September 22.

According to Tuyen, the number and quality of female Party officials and members have improved in recent years. As of July, women made up 6.25% of the Politburo and 10.65% of the 13th Party Central Committee, including both official and alternate members. After the reorganization of provinces and cities, 23 women were appointed as secretaries and deputy secretaries of Party Committees (including two secretaries and 21 deputy secretaries). The proportion of female National Assembly deputies in the 15th tenure reached 30.26% - the highest since the 6th legislature.

However, she pointed out that challenges remain in improving the quality of female Party officials. Specifically, the proportion of women in key Party leadership roles in some localities has not met targets. There are limitations in recruiting female Party members from businesses, ethnic minority communities, and the agriculture-forestry-fishery sectors. Additionally, opportunities for training through job rotation or secondment remain scarce.

In the current context, the Party Committee of the Vietnam Women's Union has proposed several solutions: enhancing education, training, and comprehensive skill development for female Party members and officials; supporting women in economic development and innovative entrepreneurship; strengthening oversight and policy feedback mechanisms; and allocating resources more effectively for women's affairs.

Meanwhile, Phan Nhu Nguyen, Standing Vice President of the Vietnam Farmers’ Union, emphasized that as the Central Committee of the Vietnam Fatherland Front undergoes restructuring with a broader scope and more complex political tasks, setting an example through leadership becomes even more vital. In a streamlined but high-pressure organizational system, exemplary behavior is not only a matter of ethics but also a leadership quality that inspires and influences the entire team of officials, civil servants, and Party members.

Nguyen stated that the Party Committee of the Vietnam Farmers’ Union for the 2025–2030 term will continue enhancing Party discipline through regular inspections, supervision, and early prevention of violations. Officials and Party members will be tightly managed, and acts of corruption or misconduct will be strictly handled in a transparent manner. At the same time, commendations and timely recognition will be given to outstanding individuals who lead by example.

Nguyen also recommended continued development of science and technology, innovation, and digital transformation in Party operations and across all organizational activities. This includes building member databases and improving organizational efficiency.

Ngo Duy Hieu, Standing Deputy Secretary of the Party Committee and Vice President of the Vietnam General Confederation of Labor (VGCL), reported that over the past term, the VGCL Party Committee had introduced and implemented numerous initiatives to identify and recommend outstanding union members for Party membership. From 2020 to 2024, grassroots trade unions introduced over 731,000 exemplary members for Party consideration, and more than 385,000 were admitted. Notably, over 11% of those admitted came from outside the state sector.

The VGCL Party Committee also proposed that the Politburo and the Party Committee of the VFF and central mass organizations continue to implement breakthrough measures to promote Party membership development within non-state enterprises. This would help increase the proportion of workers in the Party’s membership, reinforcing its working-class character. The proposal also emphasized the importance of training outstanding workers to become political system leaders and ensuring reasonable representation of union-trained cadres within Party structures, in line with Resolution 02.

The 1st Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations for the 2025-2030 term took place from September 22 to 23, with 346 delegates representing more than 5,000 Party members from the Central Committee of the VFF and its affiliated organizations.

At the preparatory session, delegates voted to approve the Presidium, Secretariat, and Credential Review Committee. They also adopted the program agenda, internal regulations, and working procedures for the Congress.
