According to preliminary results from the Labor and Employment Survey, 96.2% of households reported that their income in July was stable or higher compared to the same month in 2024. Only 3.8% of households experienced a decrease in income.

For those reporting lower income compared to July 2024, the main reasons cited were: a household member losing or temporarily leaving a job (34.2%), increased input costs for household business activities (29.5%), a reduction in business scale (29.4%), and lower selling prices for products from household businesses (25.0%).

Across the first seven months of 2025, 29.4% of households reported experiencing at least one event that negatively impacted their family’s livelihood. Among affected households, 28.7% cited rising prices of goods and services as the primary issue; 2.4% were affected by human diseases; 1.7% by natural disasters; and another 1.7% by diseases affecting livestock and crops.

In the same period, 13.3% of surveyed households received support from various sources. Of these, 9.3% received help from relatives; 4.9% benefited from local programs and policies; 4.7% from national-level policies; 1.7% from charitable activities by organizations and individuals; and 0.01% from other sources.

Social welfare and support systems have continued to be implemented promptly and effectively. From the beginning of the year through July 29, 2025, the government distributed 10,300 tons of rice to support residents. This included 6,000 tons provided as Tet relief aid for 402,600 people and 4,300 tons to assist 284,500 individuals during the 2025 lean season.

According to the Ministry of Ethnic and Religious Affairs, as of July 27, 2025, nationwide efforts had resulted in the elimination of 268,470 substandard homes. Of these, 234,975 were completed and handed over, while 33,495 were under construction. The housing support breakdown includes: 41,800 homes for revolution contributors; 88,644 under two national target programs; 129,065 under the program to eliminate temporary and dilapidated houses; and 8,961 homes provided for other groups.

Regarding natural disaster damages in July, the General Statistics Office reported that heavy rains and flooding resulted in 70 deaths and disappearances, and 49 injuries. Nearly 56,700 hectares of rice and crops were submerged or damaged, 79,000 livestock and poultry perished, and almost 10,500 houses were destroyed, swept away, or damaged. The total estimated property loss was VND 3,610.2 billion (approximately USD 150 million), 7.5 times higher than the same period in 2024.

In the broader context of January to July 2025, natural disasters caused 144 deaths or missing persons, 100 injuries, damage to 109,400 hectares of rice and 16,100 hectares of crops, and destruction or damage to nearly 16,000 homes. Total property damage is estimated at VND 5,614.0 billion (approximately USD 232 million), 2.5 times the value reported during the same period in 2024.
