President Luong Cuong conveyed warm greetings and best wishes from General Secretary To Lam and other key Vietnamese leaders to President Xi Jinping and the top leadership of China.

He congratulated China on successfully organizing the anniversary celebrations and the Shanghai Cooperation Organization (SCO) summit.

President Luong Cuong also thanked President Xi Jinping for sending congratulations and dispatching a high-level delegation led by Zhao Leji, Chairman of the National People's Congress of China, to attend Vietnam’s 80th anniversary of the August Revolution and National Day on September 2. China also sent a military unit to participate in the parade.

In return, President Xi Jinping extended his cordial greetings to General Secretary To Lam and the Vietnamese Party and State leadership. He expressed appreciation and gratitude for President Luong Cuong leading the Vietnamese delegation to the event.

President Xi warmly congratulated Vietnam on the successful celebration of its 80th National Day and emphasized the need for both nations to strengthen strategic cooperation, uphold international fairness and justice, and contribute to peace and development in the region and globally.

President Luong Cuong expressed confidence that under the leadership of the Communist Party of China, with President Xi at its core, the Chinese people would continue progressing as a modern socialist power, making positive contributions to peace, cooperation, and development.

He stressed that the Vietnamese Party and State consider consolidating and developing the Vietnam-China relationship as a strategic choice and a top priority in foreign policy.

President Xi affirmed China’s support for Vietnam's path toward socialism in line with its national conditions and its preparations for the 14th National Congress of the Communist Party of Vietnam.

In a friendly, sincere, and open atmosphere, both leaders expressed satisfaction with recent positive developments in Vietnam-China relations, especially following mutual visits by General Secretary To Lam and President Xi Jinping in 2024 and 2025.

The two sides discussed directions and major measures to deepen their comprehensive strategic cooperative partnership and build a Vietnam-China community with a shared future of strategic significance.

President Luong Cuong proposed enhanced high-level and sectoral exchanges, particularly between key ministries in foreign affairs, defense, and security, along with more effective theoretical exchanges.

He called for stronger practical cooperation, focusing on science and technology, innovation, high-quality human resource development, and accelerating strategic transport connectivity - especially in railway development. He also emphasized promoting high-quality investments, balanced economic-trade cooperation, and growth in education and tourism.

President Luong Cuong suggested both countries work to create a positive atmosphere for their flourishing bilateral relations, increase people-to-people exchanges, and promote friendship-oriented media to help especially younger generations better understand the long-standing ties between Vietnam and China.

Regarding maritime issues, he stressed the need for both sides to manage and resolve differences responsibly, placing themselves in each other’s position, respecting legitimate interests, and adhering to international law and the 1982 United Nations Convention on the Law of the Sea.

President Xi Jinping welcomed these proposals and agreed to step up high-level interactions and exchanges of governance and party-building experiences. He pledged to effectively implement the Bilateral Cooperation Steering Committee and the 3+3 strategic dialogue mechanism.

Emphasizing the importance of mutually beneficial cooperation, President Xi proposed the early convening of the first session of the Joint Railway Cooperation Committee, increased collaboration in emerging sectors, continued activities within the 75th anniversary of diplomatic ties, and effective implementation of livelihood-focused aid projects for tangible benefits to the people of both nations.

The two leaders also exchanged views on several international and regional issues of shared concern and agreed to maintain coordination and cooperation at multilateral forums to promote peace, cooperation, and development globally and regionally.
