The new decision introduces more flexible procedures for licensing, including the option for online and electronic submission, while clearly defining the duration and validity of entry-exit permits.
Entry and exit of Vietnamese individuals and vehicles at Cam Ranh International Port\
For Vietnamese military personnel and military vehicles, procedures will follow regulations set by the Ministry of National Defense.
The Minister of National Defense is authorized to assign and decentralize the power to issue permits and entry-exit passes for Vietnamese civilians and civil vehicles.

Individuals or organizations seeking entry or exit must contact Tan Cang - Petro Cam Ranh Company to register. Upon receiving a request, the company prepares a dossier in accordance with regulations and submits it directly to the authorized licensing agency.
Within one working day of receiving a valid dossier, the competent authority will review and issue entry-exit permits. If a permit is not granted, the reason must be clearly stated. Once a result is issued, Tan Cang - Petro Cam Ranh will notify the applicant.
Permits for employees and vehicles of Tan Cang - Petro Cam Ranh are valid for 12 months.
Licenses granted to state agencies operating at the port and to businesses with long-term contracts with Tan Cang - Petro Cam Ranh for regular port access are valid for 3 months.
For other cases, the validity of the permit will depend on the work schedule at the port but must not exceed 3 months.
Tan Cang - Petro Cam Ranh will coordinate with the specialized security forces protecting the Cam Ranh military base to facilitate the movement of Vietnamese individuals and vehicles through the eastern or western access routes to the base.
Vietnamese crew members and passengers aboard ships docked at Cam Ranh International Port must present one of the following documents to go ashore: national ID card, citizen ID card, passport, or seafarer’s book. Their names must appear on the ship’s official crew list.
Entry and exit of foreigners and overseas Vietnamese at Cam Ranh Port
The Minister of National Defense is authorized to assign and decentralize licensing authority for foreign nationals and Vietnamese citizens residing abroad who wish to enter or exit Cam Ranh International Port.
The application dossier must include:
· A written request from Tan Cang - Petro Cam Ranh or a Ministry of National Defense unit organizing the entry/exit of foreigners.
· A list of foreign nationals.
· A copy of passports or international travel documents.
At least five days before the intended port visit, the requesting entity must compile and submit the dossier to the relevant licensing authority.
Within three working days of receiving a valid dossier, the licensing agency must respond in writing. If a permit is not granted, the refusal must include a clear explanation.
The organizing unit will then coordinate with the military base’s security forces and Tan Cang - Petro Cam Ranh to manage the movement of foreigners through the eastern access route to the base.
The regulation also clearly defines the licensing process for Vietnamese citizens residing abroad who wish to enter or exit Cam Ranh International Port.
