The Ministry of Industry and Trade has been tasked with leading negotiations and signing international agreements for the construction of two nuclear power projects in Ninh Thuan province. The goal is to finalize agreements for Ninh Thuan 1 in September 2025 and Ninh Thuan 2 in December 2025.

Comprehensive plan by 2026

According to a government resolution on implementing the National Assembly’s Resolution No. 189/2025, ten specific groups of tasks have been assigned to ministries, agencies, and localities to advance the Ninh Thuan nuclear power plants.

The Ministry of Industry and Trade will coordinate with relevant ministries to prepare and negotiate agreements with foreign partners. It aims to complete the process for Ninh Thuan 1 by September 2025 and Ninh Thuan 2 by December 2025.

The Ministry of Finance will negotiate financing agreements with international partners, targeting completion in September 2025 for Ninh Thuan 1 and March 2026 for Ninh Thuan 2.

Meanwhile, the Ministry of Science and Technology will work with the International Atomic Energy Agency (IAEA) to finalize the Integrated Nuclear Infrastructure Review (INIR) by 2025. The ministry is also responsible for revising regulations under the Atomic Energy Law regarding nuclear power plants, to be completed within the year.

Interdisciplinary task force to be formed

EVN and PVN will submit revised investment proposals for approval by the National Assembly, expected in its October–November 2025 session for Ninh Thuan 1 and by May 2026 for Ninh Thuan 2. Following approval, the State Appraisal Council, chaired by the Ministry of Finance, will review and submit the projects for the Prime Minister’s approval in 2026.

The People’s Committee of Khanh Hoa province has been tasked with implementing resettlement and land clearance. The Ministry of Education and Training will prepare a human resources development program for nuclear power.

Throughout the project, EVN, PVN, and related agencies must manage capital and resources efficiently, ensuring transparency, anti-corruption, public safety, national security, and environmental protection.

By 2026, an inter-agency task force including representatives from the Ministries of Defense, Public Security, Finance, the Government Inspectorate, and the State Audit Office will be established to oversee implementation and prevent corruption, waste, or misconduct during the project’s development.
