The delegation includes Deputy Prime Minister Ho Duc Phoc, Vice Chairman of the National Assembly Vu Hong Thanh, Minister of Construction Tran Hong Minh, Acting Minister of Agriculture and Environment Tran Duc Thang, Deputy Minister of National Defense Colonel General Hoang Xuan Chien, First Deputy Minister of Foreign Affairs Nguyen Minh Vu, and Deputy Minister of Public Security Colonel General Nguyen Van Long.
The 2025 SCO Summit will be held in Tianjin, China, with over 20 heads of state and government expected to participate. This includes the 10 official SCO member states and leaders such as Chinese President Xi Jinping, Russian President Vladimir Putin, Indian Prime Minister Narendra Modi, as well as leaders from observer states, dialogue partners, invited guest nations, and international organizations.
The summit's theme is "Practicing multilateralism, safeguarding regional security, and promoting sustainable development." It will serve as a forum for participating leaders to share specific strategies to enhance dialogue, strengthen multilateral cooperation, ensure regional stability and security, and promote sustainable development.
Ahead of the trip, First Deputy Minister of Foreign Affairs Nguyen Minh Vu stated that Vietnamese Party and State leaders have increasingly been invited to participate in expanded summits of global mechanisms and organizations of which Vietnam is not yet a member, including G7, G20, BRICS, and now SCO. This demonstrates the international community’s respect for Vietnam’s role and position, and their desire to hear Vietnam’s views on global and regional security, political, and development issues.
During his visit, Prime Minister Pham Minh Chinh is expected to meet with Chinese leaders, ministries, and enterprises to deepen the Vietnam-China Comprehensive Strategic Cooperative Partnership and build a shared future. The focus will be on promoting pragmatic cooperation in key areas such as economic-trade-investment ties and strategic infrastructure development projects.
Deputy Minister Nguyen Minh Vu emphasized that the upcoming talks between Prime Minister Chinh and Chinese leaders will help advance strategic dialogue, consolidate mutual trust, and address existing differences and disagreements between the two nations. These efforts aim to maintain peace and stability for Vietnam’s development.
In recent years, Vietnam-China cooperation has continued to flourish. According to Vietnamese statistics, bilateral trade in 2024 reached USD 205.2 billion, an increase of 19.3%. In the first seven months of 2025 alone, trade volume grew by over 21%.
Tourism cooperation has also seen a robust revival. China has regained its position as Vietnam’s largest tourist source market, with more than 3.1 million Chinese visitors in the first seven months of 2025, accounting for 22.5% of all international arrivals.
Key strategic infrastructure initiatives such as railway development have shown clear progress. Vietnam’s core agricultural exports to China also saw substantial growth. Notably, exports of durian in 2024 exceeded USD 3 billion. Several other major agricultural products have also gained smoother access to the Chinese market.
People-to-people exchanges between the two countries have been lively, especially in 2025, designated as the Vietnam-China Year of People-to-People Exchanges, marking 75 years of diplomatic relations.
