The investigation is part of an ongoing criminal case involving violations of Article 117 of the Penal Code.
During the course of the investigation, authorities officially charged and issued wanted notices for Nguyen Van Dai, born May 6, 1969, in Hung Yen Province. Dai is a Vietnamese national and was issued passport number C5293267 on May 31, 2018. Prior to leaving the country, his permanent address was listed as Apartment 302, Z8, Bach Khoa Residential Complex, Bach Mai Ward, Hanoi.
The Ministry of Public Security also released a photo showing both Nguyen Van Dai and Le Trung Khoa.
Le Trung Khoa, born in 1971 in Thanh Hoa Province, is also a Vietnamese national of Kinh ethnicity. He holds passport number N1263389, issued by the Vietnamese Embassy in Germany on December 23, 2008.
Both men have been charged under Clause 2, Article 117 of the Penal Code, which pertains to producing or disseminating materials aimed at opposing the state.
The Ministry of Public Security has called on Nguyen Van Dai and Le Trung Khoa to surrender to assist with investigation, prosecution, and trial procedures. By doing so, they would be eligible for leniency as provided by law.
Authorities also urge that anyone who locates Nguyen Van Dai or Le Trung Khoa has the legal right to apprehend them and deliver them immediately to the nearest police station, prosecutor’s office, or local People’s Committee.
