Starting December 15, Vietnamese parents who force their children to study excessively will face fines of $200 to $400, under a newly issued government decree aimed at preventing domestic abuse and protecting children's well-being.

This regulation is part of Decree 282/2025/NĐ-CP, issued by the government to address administrative violations related to public security, social order and safety, social evils prevention, and domestic violence prevention. The decree takes effect on December 15, 2025.

Specifically, in the section addressing violations related to domestic violence, the decree stipulates a fine ranging from 5 million to 10 million VND (approximately $200 to $400) for coercing family members - particularly children - into excessive studying.

In addition, a fine of 10 million to 20 million VND (around $400 to $800) will be imposed on individuals who fail to educate child family members in accordance with legal and ethical standards.

A fine between 2 million and 5 million VND (approximately $80 to $200) is applied to acts of threatening to harm a family member’s health or life.

Meanwhile, those who engage in physical abuse or other intentional acts that harm the health or life of a family member - without reaching the threshold for criminal prosecution - will be fined from 5 million to 10 million VND ($200 to $400).

More serious offenses carry fines of 10 million to 20 million VND ($400 to $800) for any of the following behaviors:

Acts of mistreatment such as withholding food or water, forcing someone to endure cold weather, wearing torn clothes, or restricting personal hygiene;

Using tools, equipment, or other objects to cause physical injury to family members, without qualifying as a criminal offense.
The decree also prescribes a fine of 5 million to 10 million VND ($200 to $400) for acts of verbal abuse, shaming, or intentional insults that harm a family member’s dignity or honor.

A penalty of 10 million to 20 million VND ($400 to $800) applies to those who force family members to witness acts of violence against others or animals, with the intent of creating continuous psychological pressure.

The most severe fine in this section - ranging from 20 million to 30 million VND (approximately $800 to $1,200) - will be levied against individuals who isolate or unlawfully confine family members.
