Minister of Public Security Luong Tam Quang delivers remarks at the groundbreaking ceremony.

The project is overseen by the Ministry of Public Security, with Vinhomes JSC (a subsidiary of Vingroup) serving as the general contractor.

Speaking at the ceremony, General Luong Tam Quang, Minister of Public Security, emphasized that the PVF Stadium is designed to meet international standards and will serve as a vital hub for sports, culture, and tourism in Vietnam and the region.

He stated: “The construction of PVF Stadium is a key infrastructure investment that actualizes the strategic vision of the Party and the State, following directives from General Secretary To Lam to develop well-rounded human potential and build a strong nation.

This facility is not only a major cultural and sports institution but also demonstrates the Ministry of Public Security’s long-term commitment to advancing sports and realizing the goal of building a modern, sustainable People’s Public Security force.”

He further noted that the site was carefully selected at a major economic gateway with exceptional development potential and connectivity.

“The stadium will not only serve the Ministry of Public Security but also become a regional center for sports, culture, and tourism, meeting international standards for hosting major events such as ASIAD, the Olympics, and even the World Cup,” he added.

PVF Stadium will accommodate 60,000 spectators and meet FIFA standards.

The PVF Stadium will span more than 55,000 square meters and seat 60,000 spectators. It will feature four main stands (A, B, C, D) along with specialized zones for technical operations, security, broadcasting control, press, athletes, VIPs, and food and beverage services.

The stadium will also include an outdoor plaza and a modern parking facility covering 18 hectares.

What sets this stadium apart is its state-of-the-art retractable roof system, which can fully open or close within 12 to 20 minutes.

This technology is being applied in Vietnam for the first time and is modeled after the AT&T Stadium in the United States, currently the world’s largest stadium with a retractable roof.

Once completed, the PVF Stadium will not only host cultural and sporting events for the People’s Public Security forces but also stand as a new international landmark for Vietnam in its era of global integration and ambition.
