Top Vietnamese and Russian leaders agree on boosting legal frameworks to ease travel and deepen comprehensive strategic cooperation.
On September 29, 2025, key Vietnamese leaders, including General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh, met with Chairman of the State Duma of the Russian Federation Vyacheslav Volodin, who is currently on an official visit to Vietnam.
Vietnam’s top leaders emphasized that Volodin’s visit provides fresh momentum to deepen political trust and elevate the Vietnam-Russia relationship to new heights in the evolving global context.
General Secretary To Lam reaffirmed that Vietnam regards Russia as a sincere and long-standing friend and expressed Vietnam’s desire to see Russia achieve stability, prosperity, and continuous improvement in the living standards of its people.
Vietnam hopes that Russia will play a stronger role in global cooperation frameworks, contributing to security and development in the Asia-Pacific region and beyond.
A historic friendship built on trust

General Secretary To Lam reiterated Vietnam’s national development goals, expressing determination to harness all available resources to build a wealthy and prosperous country. He called on reliable international friends and partners to accompany Vietnam on this journey.
He also praised the productive cooperation between the two countries’ parliaments, highlighting the importance of inter-parliamentary relations as a vital mechanism for overseeing government cooperation and addressing legal barriers in a timely manner.
Volodin acknowledged and appreciated General Secretary To Lam’s role in fostering the Vietnam-Russia relationship and expressed hope that To Lam would visit the Russian State Duma. He emphasized that Russian lawmakers consider To Lam a trusted friend and valued partner.
He noted that Russian President Vladimir Putin and other key leaders, including State Duma legislators, were closely following this visit and deeply value their ties with Vietnam. Representatives from all political parties in the Russian Duma - despite differing ideologies - are united in their strong support for comprehensive cooperation with Vietnam, viewing the country as a trustworthy and loyal partner.
Volodin pledged to help establish a favorable legal framework to strengthen the Vietnam-Russia Comprehensive Strategic Partnership, particularly in areas such as trade, investment, energy, nuclear power, science and technology, and education and training.
Expanding cooperation, easing travel

During his meeting with Chairman Volodin, President Luong Cuong requested that Russia continue to facilitate better living and working conditions for the Vietnamese community in Russia.
He also urged the Russian side to create more favorable conditions for Vietnamese tourists by introducing visa exemptions and streamlining visa application processes.
The president called for enhanced parliamentary cooperation between both countries and encouraged joint efforts to implement high-level agreements, resolve legal obstacles, and create favorable legislative frameworks.
Volodin expressed admiration for Vietnam’s socioeconomic progress and affirmed the consistent support of Russian political parties and state institutions for enhancing relations with Vietnam.
He highlighted the potential to further utilize parliamentary cooperation committees and friendship groups to promote legislative exchange, oversight, and legal system improvement.
The Russian State Duma will continue to support the implementation of high-level agreements and encourage ministries, sectors, and enterprises in both countries to expand cooperation in trade, energy, and education.
Toward visa-free travel and stronger economic ties

At his meeting with Volodin, Prime Minister Pham Minh Chinh emphasized the importance of improving the legal foundation for bilateral cooperation and proposed expediting the negotiation of a bilateral visa exemption agreement. He also urged support for achieving the goal of increasing bilateral trade turnover to USD 15 billion.
Volodin reaffirmed the enduring friendship between Russia and Vietnam, even amid complex global developments. He thanked Vietnam for building a memorial honoring Soviet military experts at the Vietnam Military History Museum.
He noted that Russia regards Vietnam as a top priority partner in both the Asia-Pacific and Southeast Asian regions.
Regarding inter-parliamentary cooperation, Volodin emphasized that all Russian parliamentary parties - both in the upper and lower houses - despite having different political orientations, agree on the importance of fostering strong relations with Vietnam.
He stressed that the Russian Parliament is fully committed to helping implement high-level agreements and supporting both governments in expanding cooperation in trade, investment, and other key sectors.
