On September 26, the Politburo and the Secretariat convened at the Party Central Committee headquarters to review a proposal from the Central Inspection Commission regarding disciplinary measures for party organizations and individual members who have violated party rules.

According to the Politburo and the Secretariat, the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2020-2025 term (from the beginning of the term until September 2024) violated the principle of democratic centralism, Party regulations, and working procedures. The committee was found to have neglected leadership responsibilities, lacked oversight, and failed to properly guide the Party Committee of the provincial People's Committee, as well as several party organizations and members.

Some key provincial officials were found to have violated both Party regulations and state laws in their leadership and management of land, natural resources, and minerals. Additionally, they failed in their responsibilities to combat corruption, waste, and misconduct, and breached rules concerning conduct expected of Party members and exemplary leadership. Their actions caused serious consequences, risked substantial state budget losses, stirred public outrage, and damaged the reputation of the Party organization and local government.

Do Trong Hung, during his tenure as a member of the Party Central Committee and Secretary of the Thanh Hoa Provincial Party Committee, committed violations of both Party regulations and state laws in executing his duties and in the prevention of corruption, waste, and misconduct. He also breached regulations on conduct forbidden to Party members and failed to set a proper example, causing extremely serious consequences, public outrage, and severely tarnishing the image of the Party organization and local authorities.

Similarly, Do Minh Tuan, in his capacity as Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People’s Committee, and Chairman of the Thanh Hoa People’s Committee, violated Party regulations and state laws in performing his duties and in fighting corruption and other misconduct. His violations also caused very serious consequences and sparked strong public dissatisfaction, severely damaging the Party's and government’s credibility.

Additional individuals implicated include:

Nguyen Van Thi (member of the Provincial Party Standing Committee, member of the Party Committee of the Provincial People’s Committee, Deputy Secretary of the Party Committee, and Standing Vice Chairman of the Thanh Hoa People’s Committee);

Le Anh Xuan (member of the Provincial Party Standing Committee, former Secretary of the Thanh Hoa City Party Committee);

Tran Anh Chung (member of the Provincial Party Committee, Director of the Department of Industry and Trade, and former Chairman of Thanh Hoa City People’s Committee);

Tran Van Thuc (member of the Provincial Party Committee, former Party Secretary and former Director of the Provincial Department of Education and Training);

Pham Quoc Nam (former Provincial Party Committee member, Party Secretary, and Director of the Department of Natural Resources and Environment of Bac Lieu Province, now part of Ca Mau);

Bui Quoc Nam (former Provincial Party Committee member, Party Secretary, and Director of the Department of Health of Bac Lieu Province, now part of Ca Mau);

Pham Tan Hoang (former Provincial Party Committee member, Chief Justice of the Phu Yen People’s Court, and Deputy Chief Justice of the High People’s Court in Da Nang).

These individuals were deemed to have suffered ideological, ethical, and lifestyle degradation. They also violated Party regulations and state laws in the execution of their duties and breached the rules on what Party members must not do and the responsibilities of setting an example. Their misconduct led to very serious consequences, incited public anger, and severely harmed the credibility of the Party organizations and government agencies involved.

Based on the nature, extent, and consequences of the violations, and in accordance with Party disciplinary regulations, the Politburo decided to issue a warning to the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2020–2025 term (until September 2024).

The Politburo has also requested that the Party Central Committee consider and execute disciplinary measures against Do Trong Hung within its authority.

The Secretariat has decided to expel the following individuals from the Party: Nguyen Van Thi, Le Anh Xuan, Tran Anh Chung, Tran Van Thuc, Pham Quoc Nam, Bui Quoc Nam, and Pham Tan Hoang. Additionally, Do Minh Tuan has been stripped of all Party positions.

The Politburo and the Secretariat have urged relevant authorities to enforce administrative disciplinary measures promptly and in coordination with Party discipline.
