On November 8, the Criminal Investigation Department of the HCMC Police Department issued a decision to prosecute and arrest Doan Quoc Viet (born 2003, residing in Hanoi) on charges of “abusing democratic freedoms to infringe upon the interests of the State, and the lawful rights and interests of organizations and individuals.”

During the expanded investigation, police identified Doan Quoc Viet as the administrator of the TikTok account “Du Bau Troi,” who posted numerous video clips inciting hatred, defaming, insulting, and promoting regional division. His content seriously undermined national unity.

The videos posted by Viet attracted hundreds of thousands of views and thousands of likes and shares, sparking outrage and strong backlash across social media platforms.

Previously, on October 24, HCMC police had prosecuted and detained Le Anh Diep, the administrator of the TikTok account “Tang Keng Ong Trum,” for the same offense.

In his initial confession, Doan Quoc Viet admitted that he deliberately copied the style of the “Tang Keng Ong Trum” account to increase engagement and attract attention. He created and disseminated multiple offensive, legally violating videos as part of this strategy.

The HCMC Criminal Investigation Department is continuing to expand the investigation, consolidate case files, and strictly handle all involved parties.

Authorities also issued a public warning: citizens should not post, share, or comment on distorted, inciting, insulting, or regionally divisive content on social media.
