On November 17, the People's Councils of Thai Nguyen and Bac Ninh Provinces held extraordinary meetings to finalize key personnel changes in provincial leadership, officially appointing new chairmen for both provincial People’s Committees.

In Thai Nguyen, with unanimous support from attending delegates, Mr. Vuong Quoc Tuan, Deputy Secretary of the Provincial Party Committee, was elected Chairman of the Thai Nguyen People's Committee for the 2021–2026 term.

The position became vacant after Mr. Pham Hoang Son was transferred by the Party Central Secretariat to serve as Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2025–2030 term.

At the session, delegates also passed a resolution to formally relieve Mr. Pham Hoang Son of his duties as Chairman of the Thai Nguyen People's Committee.

Delivering his inaugural speech, Mr. Vuong Quoc Tuan pledged to serve the people with integrity and dedication, stressing unity, innovation, and decisive action as key principles for fulfilling the province's socio-economic development goals.

Mr. Vuong Quoc Tuan, born in 1977 and originally from Bac Ninh Province, holds a doctoral degree in business administration. He previously held various leadership roles in Bac Ninh, including Secretary of the Provincial Youth Union, Secretary of Bac Ninh City Party Committee, and Chairman of the Provincial People’s Committee.

On the same day, Bac Ninh Province's People's Council held its 7th session (special meeting) to appoint Mr. Pham Hoang Son as the new Chairman of the Bac Ninh People's Committee for the 2021–2026 term. All delegates present voted in favor.

In his acceptance speech, Mr. Pham Hoang Son emphasized his commitment to building a transparent and action-oriented government, improving the investment environment, and ensuring that Bac Ninh maintains its leading position in attracting investment nationwide.

Born in 1976 in Thai Nguyen Province, Mr. Pham Hoang Son holds a master’s degree in agricultural science. He has served in several leadership positions in Thai Nguyen, including Chairman of the People's Committee, Chairman of the People's Council, and Standing Deputy Secretary of the Provincial Party Committee.
