On behalf of the Politburo, Standing member of the Secretariat Tran Cam Tu has signed the issuance of Regulation No. 365 outlining the criteria for leadership positions managed by the Central Executive Committee, Politburo, and Secretariat, as well as a framework of standards for leadership and management positions at all levels.

In addition to meeting general standards, the positions of General Secretary, President, Prime Minister, Chairperson of the National Assembly, and Standing member of the Secretariat must also meet specific criteria corresponding to each role.
For the role of General Secretary, candidates must fully meet the general requirements for members of the Politburo and the Secretariat. They must also be exemplary figures with high prestige within the Central Committee, the Politburo, across the entire Party, and among the people. They must serve as a core leader, a unifying force, and a central figure capable of harnessing the collective strength of the entire political system, the Party, the people, and the spirit of the era to successfully accomplish the dual strategic tasks of national construction and defense, striving toward the goals of a prosperous people, strong country, and a democratic, just, and civilized society in the new revolutionary period. The General Secretary must embody the highest standards of the Party's ethics and intellect.
Additionally, the General Secretary must possess sharp political theoretical thinking, comprehensive knowledge in politics, economics, culture, society, national defense, security, foreign affairs, Party building, and state management.
They must demonstrate strong political bravery, innovative and strategic thinking, decisiveness, and the ability to stay calm and clear-headed when facing complex, high-stakes issues concerning the Party, the nation, and the people.
Another essential standard is leadership and executive capability over the Central Executive Committee, the Politburo, and the Secretariat, as well as the ability to lead in building a team of strategic-level officials, particularly successors and key leadership personnel.
Candidates for this position must have held and successfully completed the duties of a provincial or municipal Party secretary, or as the head of a central commission, ministry, or sector; and must have served at least one full term in the Politburo. Special cases will be decided by the Central Executive Committee.
The President must also fully meet the general standards of a Politburo and Secretariat member. Moreover, they must possess outstanding qualities and capabilities, enjoy high prestige, and be a unifying center within the Central Committee, the Politburo, the entire Party, and the people.
Candidates must demonstrate exceptional and comprehensive competence, especially in internal affairs, foreign relations, security, and defense, with deep and broad understanding of judicial matters. They must unite social forces and ethnic communities at home and abroad, and be decisive in leadership and management in line with their assigned functions, responsibilities, and authority.
Candidates for this role must have held and successfully completed duties as a provincial or municipal Party secretary, or as the head of a central commission, ministry, or sector; and must have served at least one full term in the Politburo. Special cases will be decided by the Central Executive Committee.
The Prime Minister must fully meet the general standards required of Politburo and Secretariat members. They must also exhibit high prestige and serve as a unifying figure within the Central Committee, the Politburo, the Party, and among the people.
The Prime Minister must demonstrate exceptional competence across multiple domains, particularly in formulating strategic socio-economic development plans, as well as in defense and security. They must have keen, dynamic thinking, be decisive, and capable of promptly resolving complex issues within the scope of the executive branch. In-depth understanding of national administrative systems, socio-economic structures, global economics and politics, and international integration is essential.
Candidates must be well-versed in organizing, managing, directing, and operating state administrative bodies and the political system, with proven capability in concretizing and implementing Party directives, state laws, and national development policies.
They must have previously held and successfully fulfilled the roles of a provincial or municipal Party secretary or head of a central commission, ministry, or sector; and must have completed at least one full term in the Politburo. Special cases will be decided by the Central Executive Committee.
The Chairperson of the National Assembly must meet all general standards of a Politburo and Secretariat member. Additionally, they must be highly reputable, a unifying figure in the Central Committee, Politburo, the entire Party, the National Assembly, and the people. They must be resolute in leadership and management according to assigned functions, duties, and powers.
Candidates for this position must demonstrate exceptional, well-rounded capabilities, especially in developing strategic plans for national socio-economic development, defense, and security. They must be proficient in institutionalizing Party policies into laws, supervising law enforcement, and making critical decisions on national issues. The Chairperson must ensure democracy, justice, transparency, and representation of the people’s will, ensuring that all state power belongs to the people.
They must have an in-depth understanding of Vietnam’s legal system, international laws, and global legislative norms, and must be capable of effectively and efficiently managing the operations of the National Assembly and its Standing Committee.
They must have previously held and successfully completed the role of provincial or municipal Party secretary, or head of a central commission, ministry, or sector, and must have served at least one full term in the Politburo. Special cases will be decided by the Central Executive Committee.
The Standing member of the Secretariat must meet all general standards of a Politburo and Secretariat member. They must also possess high prestige and act as a unifying center within the Central Committee, the Politburo, the Secretariat, and the entire Party.
This role requires sharp political theoretical thinking and a deep, broad understanding of political, economic, cultural, social, defense, security, and foreign affairs. Candidates must have substantial experience in Party-building and system-building activities, be politically astute, decisive in management, and capable of effectively coordinating the advisory and support bodies of the Party Central Committee, the Vietnam Fatherland Front, and mass political organizations.
An important condition for this position is that the candidate must have held and successfully completed duties as a provincial or municipal Party secretary, or as head of a central commission, ministry, or sector; and must have served at least one full term in the Politburo. Special cases will be decided by the Central Executive Committee.
Regulation No. 365 also outlines criteria for positions such as heads of Party commissions, Chairperson of the Central Inspection Committee, Chief of the Party Central Office, Chairperson of the Vietnam Fatherland Front Central Committee, Vice President, Vice Chairperson of the National Assembly, and Deputy Prime Minister.
Additional standards are provided for leadership roles in central Party agencies, National Assembly bodies, Government offices, the Office of the President, judicial bodies, the Fatherland Front, and other central political-social organizations. Standards are also set for subordinate Party committees excluding the Central Military Commission and the Public Security Party Committee, as well as provincial and municipal leadership roles.
