Between late October and November, regions from Ha Tinh to Lam Dong were battered by successive storms, floods, landslides, and record-breaking inundations. These compounded disasters resulted in severe human and material losses, significantly disrupting the lives of residents.

According to the Ministry of Agriculture and Environment, historic floods from November 16 to 22 across Dak Lak, Khanh Hoa, Gia Lai, and Lam Dong caused 963 homes to collapse entirely and damaged another 3,390 houses. The estimated total damage exceeds 16 trillion VND, equivalent to over 660 million USD.

To urgently restore homes and ensure that every citizen has shelter, space for ancestral worship, and a warm celebration of the upcoming Tet holiday, the Prime Minister has directed the People's Committees of provinces from Ha Tinh to Lam Dong - especially the four hardest-hit provinces - to devise and immediately implement detailed action plans beginning December 1.

The campaign’s core mission is to swiftly mobilize all available resources to rebuild or repair homes that collapsed, were washed away, or severely damaged by recent storms and floods.

Prime Minister Chinh instructed that military, police, youth, women’s unions, veteran associations, government agencies, businesses, and the broader political system must participate. The goal is to complete repairs of severely damaged homes by December 31 and finish rebuilding or resettlement for collapsed or swept-away homes no later than January 31, 2026.

The directive emphasizes the importance of promoting local resilience and self-reliance while efficiently utilizing state budgets, charitable donations, grants, and aid from organizations and individuals.

Provincial authorities are to work with the Vietnam Fatherland Front to continue calling for support, invoking a spirit of solidarity through the message: "Everyone contributes what they can - labor, funds, materials, or presence - wherever they are."

This initiative focuses on rebuilding homes and helping affected families resume stable lives as soon as possible.

The Prime Minister visited and offered encouragement to nine households whose homes had collapsed in Phu Huu Hamlet, Hoa Thinh Commune, Dak Lak Province, on November 29.

He also requested that provinces submit detailed implementation plans and budget support requests - if needed - to the Government Office and Ministry of Finance by December 3 for consolidation and further reporting.

Provincial chairpersons are held fully accountable for the accuracy and integrity of damage assessments and funding proposals. They are also responsible for ensuring that resources are used properly, transparently, and effectively.

The Minister of National Defense and the Minister of Public Security are tasked with directing affiliated units to deploy maximum manpower and remain key contributors to the on-ground rebuilding effort.

Meanwhile, the Minister of Construction has been asked to direct local construction departments and relevant agencies to urgently develop sample house designs. These should reflect the customs and cultural traditions of local communities, giving affected residents autonomy in choosing designs.

The Ministry of Agriculture and Environment must guide provinces in identifying and allocating land for resettlement, particularly for households in landslide-prone or flood-affected zones. This work must be completed by December 5.

Lastly, the Minister of Finance will coordinate with other ministries to propose support packages from the central budget for the four worst-hit provinces - Dak Lak, Gia Lai, Khanh Hoa, and Lam Dong - ensuring reconstruction is adequately funded by December 5.
