According to the outcomes of the 33rd session - an extraordinary meeting held on November 14 - the 14th-term provincial People's Council reviewed several significant matters. During preparation, the Council’s Standing Committee instructed relevant departments to coordinate closely and ensure proper documentation and legal compliance. After open discussions, the Council officially passed 11 resolutions.

Among them was the resolution to implement a school milk support policy for children from 2025 to 2030.

This policy applies to infants aged 6 to 36 months in nursery groups, kindergarten children, and primary school students, provided their parents or guardians consent to participation. The program will be available at all educational institutions serving these age groups.

The approved milk allocation is 110 ml per day for infants and 180 ml per day for kindergarten and primary school children.

The milk will be provided based on the actual number of school days attended, with a maximum of 175 days per academic year.

The policy will be effective until December 31, 2030, and will be entirely funded by the state budget.

This marks the first time Quang Ninh has introduced a free milk policy in schools. It aims to improve child care and nutrition, enhance physical development, reduce malnutrition, and contribute to building a healthier, more capable future workforce for the province.
