On behalf of the Politburo and the Secretariat, Standing Secretary Tran Cam Tu has signed Directive No. 208 approving the restructuring of party organizations within state-owned economic groups, general corporations, and commercial banks.

The Politburo and Secretariat agreed in principle to reorganize party organizations in these entities.

Specifically, the party committee of each parent company will retain direct party cells only at its headquarters - covering relevant departments, branches, and affiliated units located at the same address in either Hanoi or Ho Chi Minh City.

All other party cells at subsidiaries or affiliated enterprises operating outside of headquarters will be transferred to the local ward- or commune-level party committees where those units are located.

In addition, four state-owned commercial banks will see their party organizations restructured in the same manner - retaining cells at headquarters and Hanoi-based branches, while transferring all others to local party leadership.

Directive 208 also confirms the continuation of current party structures for 12 economic groups and general corporations with unique organizational characteristics, including the party committee of the Vietnam Shipbuilding Industry Corporation (SBIC), which is currently undergoing leadership transitions in accordance with the Politburo’s decision to dissolve or liquidate the enterprise.

Once the restructuring is completed, party cells within subsidiary companies and affiliated units will report directly to local party committees in the wards or communes where they are based.

The Politburo and Secretariat further approved the transfer of 30 party organizations - previously under the Government Party Committee - to the Party Committees of the Ministry of Finance, Ministry of Construction, and the State Bank of Vietnam.

Notably, a pilot program was approved allowing economic group and bank party committees with over 400 members to operate with the authority of a superior-level party committee. These committees will function under the mandates of Regulation No. 87, issued on October 28, 2022, by the Secretariat.

In the immediate term, all existing party units within subsidiaries and affiliated units of economic groups and state banks will remain unchanged while being transferred to the new oversight structures under relevant ministries or equivalent agencies.

Furthermore, party organizations in locally operated state enterprises currently under provincial or municipal party committees will be transferred to commune- or ward-level party committees in the area of their registered office.

The Government Party Committee is tasked with leading and implementing the handover process, including the transition of party leadership responsibilities from the central to ministry level (Ministry of Finance, Ministry of Construction, State Bank of Vietnam).

The Politburo and Secretariat have also instructed provincial and city-level party committees to hand over oversight of party cells under the 18 targeted groups to local ward- or commune-level party structures.

All these organizational changes must be completed by December 31, and results must be reported no later than January 5, 2026.
