Today in Pyongyang, North Korea, General Secretary To Lam met with Dmitry Medvedev, Chairman of the United Russia Party and Deputy Chairman of the Security Council of the Russian Federation.
During the meeting, both leaders emphasized that their parties, nations, and peoples deeply value the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.
General Secretary To Lam affirmed that the Communist Party of Vietnam considers its cooperative relationship with the United Russia Party a key foundation for strengthening political trust and promoting bilateral cooperation.
Vietnam remains steadfast in viewing Russia as a vital strategic partner and wishes to broaden collaboration in key areas such as politics, security-defense, energy and oil, science and technology, education and training, and cultural and humanitarian exchanges.

Both sides agreed to further strengthen cooperation channels between the Communist Party of Vietnam and the United Russia Party, encouraging youth exchanges and continued collaboration between the Ho Chi Minh National Academy of Politics and the United Russia Party School.
Medvedev congratulated Vietnam on its remarkable achievements over 80 years of nation-building and development.
On behalf of the United Russia Party, he extended his best wishes for the success of Vietnam’s 14th National Party Congress, expressing confidence that it will lay a strong foundation for even greater victories and continued progress in building a prosperous, democratic, just, civilized, and happy socialist Vietnam.
The two leaders expressed satisfaction with the ongoing implementation of bilateral agreements and commitments following high-level meetings.
They agreed to effectively carry out the Vietnam-Russia Comprehensive Cooperation Plan through 2030 and other existing agreements, while enhancing cooperation in trade, investment, and the economy.
Both sides also emphasized the need to resolve trade barriers, expand market access for each other’s exports, and create more opportunities for joint ventures in oil, energy, science, and technology. Defense and security collaboration, local partnerships, and transport logistics were also highlighted for further development.
Vietnam and Russia also pledged to improve collaboration in education, healthcare, culture, sports, and tourism, facilitating easier travel for citizens. The two sides agreed to boost cooperation in nuclear energy, oil and gas, and labor - particularly in agricultural labor programs.
They also discussed key regional and international issues of mutual concern, affirming the importance of cooperation within the United Nations, APEC, and ASEAN.
On behalf of Vietnam’s top leadership, General Secretary To Lam extended formal invitations to President Vladimir Putin and Mr. Medvedev to visit Vietnam again soon.

On the evening of October 9, on the occasion of attending the 80th anniversary of the founding of the Workers’ Party of Korea, General Secretary To Lam also held talks with Chinese Premier Li Qiang.
The two leaders expressed satisfaction over the positive momentum in Vietnam-China relations, underlined by growing political trust and close high-level exchanges.
Security and defense cooperation continues to strengthen, while economic, trade, investment, and tourism ties have achieved significant growth. Strategic infrastructure connections, especially railway integration, are progressing rapidly. Local cooperation and people-to-people exchanges are thriving, and multilateral coordination has become more cohesive.
General Secretary To Lam proposed elevating political trust as a basis to deepen comprehensive cooperation across sectors. He suggested successfully organizing the 17th meeting of the Vietnam-China Steering Committee for Bilateral Cooperation and enhancing the leadership roles of diplomacy, defense, and public security institutions.
On specific cooperation goals, he called for breakthroughs in converting commitments into concrete outcomes, transforming potential into real results. This includes expanding imports of Vietnamese agricultural and aquatic products, increasing electricity exports from China to Vietnam, and prioritizing the completion of three standard-gauge railway lines linking both countries.
He also emphasized the importance of high-quality investment tied to technology transfer and human resource development, urging science and technology cooperation to become a new hallmark of bilateral ties.
To deepen mutual understanding and trust, he encouraged mass organizations and social groups in both countries to boost exchanges and proactively promote the friendship and achievements of both nations.
General Secretary To Lam also called for proper handling of maritime issues in accordance with high-level common understandings and international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Premier Li Qiang welcomed General Secretary To Lam’s proposals and affirmed that China’s Party and State attach great importance to the Vietnam-China comprehensive strategic cooperative partnership and shared future community, viewing it as a top priority in China’s neighborhood diplomacy.
Premier Li stressed the importance of quickly implementing high-level agreements, enhancing political trust, improving cooperation efficiency, and fostering mutual understanding while managing maritime disputes effectively.
