On October 27, Prime Minister Pham Minh Chinh issued a formal decision assigning responsibilities to the Deputy Prime Ministers.

Deputy Prime Minister Nguyen Hoa Binh, who also serves as Standing Deputy Secretary of the Government’s Party Committee, has been appointed as the Standing Deputy Prime Minister. He will oversee the Government Inspectorate and the Office of the Government.

On behalf of the Prime Minister, Nguyen Hoa Binh will directly supervise the areas of crime prevention, anti-corruption, waste and misconduct, inspections, complaint resolution, amnesty, and judicial reform.

He will also coordinate between the Government and the Supreme People’s Court, as well as the Supreme People’s Procuracy. He will handle matters related to the development of an international financial center in Vietnam and resolve long-standing national project issues. (Note: Oversight of delayed and inefficient industrial projects within the Ministry of Industry and Trade remains under the supervision of Deputy Prime Minister Ho Duc Phoc.)

Deputy PM Nguyen Hoa Binh has been assigned as:

Head of the Central Steering Committee for National Target Programs for 2021-2025

Head of the Steering Committee for reviewing and resolving long-standing project obstacles nationwide

Chair of various national councils, committees, steering committees, and appraisal councils within his assigned areas
He will also act on behalf of the Prime Minister in managing Government affairs in the PM’s absence or by delegation.

Deputy Prime Minister Le Thanh Long will supervise the Ministry of Education and Training and the Ministry of Health.

On behalf of the Prime Minister, Le Thanh Long will directly oversee education and training, vocational education, social issues, drug rehabilitation management, and the implementation of the national drug prevention program through 2030.

He will also manage healthcare, population issues, family and children-related policies.

He will serve as:

Chairman of the National Council for Education and Human Resource Development

Chairman of the Central National Defense and Security Education Council

Chairman of the National Committee on HIV/AIDS, drug, and prostitution prevention

Head of the Central Interdisciplinary Steering Committee on Food Safety

Chair of councils, national committees, steering committees, and appraisal councils in his assigned fields

Deputy Prime Minister Pham Thi Thanh Tra will oversee the Ministry of Home Affairs.

She will represent the Prime Minister in directing affairs related to emulation and commendation, administrative reform, labor, employment, policies for people with meritorious service, and gender equality.

She will also chair councils, national committees, steering committees, and appraisal councils related to her areas of responsibility.

Deputy Prime Minister Ho Quoc Dung will supervise the Ministry of Justice.

He will oversee the formulation of legal frameworks and the development of the socialist rule-of-law state, as well as the handling of international legal disputes and complaints.

He is also assigned as chairman of various national councils, committees, steering committees, and appraisal councils in relevant fields.

Deputy Prime Minister Bui Thanh Son will continue overseeing the sectors, ministries, agencies, and tasks previously assigned to him in the Prime Minister’s decision dated February 25.

The other Deputy Prime Ministers - Tran Hong Ha, Ho Duc Phoc, Nguyen Chi Dung, and Mai Van Chinh - will continue managing their respective portfolios as previously designated.
