The newly formed board is directly under the authority of the Quang Ninh Provincial People’s Committee and is the result of a structural consolidation of the former Ha Long Bay Management Board, the Bai Tu Long National Park Management Board (also under the provincial government), and the Management Board of Monuments and Scenic Sites under the Department of Culture, Sports and Tourism of Quang Ninh.

The World Heritage Management Board for Ha Long Bay - Yen Tu is tasked with advising and assisting the provincial government in managing, protecting, conserving, conducting scientific research, restoring, enhancing, and sustainably exploiting the values of the region's natural landscapes, culture, history, geology, geomorphology, and biodiversity.

It is also responsible for organizing tourism and service activities in the areas designated as world heritage sites, including Ha Long Bay, the cultural heritage complex of Yen Tu - Vinh Nghiem - Con Son - Kiep Bac, and Bai Tu Long National Park - an ASEAN heritage park.

These areas encompass the Yen Tu special national relic complex, the Tran Dynasty relic site, and the Bach Dang special national historical complex.

The board operates as a legal entity with its own seal and bank account. It is managed and directed by the Quang Ninh People’s Committee, while also being subject to professional guidance and oversight from the Ministry of Culture, Sports and Tourism, the Ministry of Agriculture and Environment, the Ministry of Foreign Affairs, the Vietnam National UNESCO Commission, and other relevant agencies.

The board consists of a director, deputy directors, and ten departments and specialized units.
