On November 14, 2025, the Vietnamese government officially approved the investment proposal for the National Target Program on Modernizing and Enhancing the Quality of Education and Training for the 2026–2035 period.

Under Resolution No. 369/NQ-CP, the Ministry of Education and Training (MOET) is tasked with full responsibility for the program’s content, data, proposals, recommendations, and legal compliance throughout its planning and execution.

MOET is to incorporate feedback from cabinet members to finalize the proposal. The Minister of Education and Training, authorized by the Prime Minister, will sign and submit the government’s official report to the National Assembly for review and decision-making, ensuring both quality and timely progress.

A strategic move to elevate education as a top national policy

According to education policymakers, this proposed national target program represents a strategic vision by the Party during a phase of rapid and sustainable development based on science, technology, innovation, and comprehensive digital transformation.

Rather than a single investment project, this is a comprehensive and long-term initiative that mobilizes political will and resources across the entire system. The goal is to establish education and training as a true “top national policy.” The program promotes equal, modern, and high-quality education for all - from preschool to university, vocational education, and lifelong learning.

It also aims to narrow the quality gap across regions, boost digital transformation in education management, teaching, and quality assurance, while delivering breakthroughs in infrastructure, classroom equipment, digital libraries, subject-specific rooms, and housing for teachers.

Education leaders emphasize that in today’s landscape, the sector must undergo bolder reforms than ever before. With the implementation of the 2018 general education program, shifts in labor markets, and rising demand for high-quality human resources in an age of artificial intelligence, green transition, and knowledge economy, major challenges lie ahead.

Without a comprehensive national program backed by adequate funding, it would be difficult to ensure policy alignment, investment efficiency, and effective governance - especially at the local level.
