This policy is detailed in Circular 50/TT-BCT recently issued by the Ministry of Industry and Trade, which outlines the national roadmap for blending biofuels with traditional fuels.

According to the circular, all unleaded gasoline that meets national technical standards must be blended into E10 starting June 1, 2026, for use in gasoline-powered vehicles throughout the country.

E5 RON92 will also continue to be blended and sold until the end of 2030.

The circular also grants the Minister of Industry and Trade authority to adjust blending ratios and introduce additional fuel types to the market, ensuring alignment with energy security goals, environmental protection, and consumer rights.

While bio-diesel blends B5 and B10 are not yet mandatory, the government encourages organizations and individuals to participate in the production, blending, and use of B5 and B10 diesel fuels.

Earlier this year, on August 1, Vietnam’s two largest petroleum distributors - Vietnam National Petroleum Group (Petrolimex) and Vietnam Oil Corporation (PVOil) - began piloting E10 gasoline sales in Ho Chi Minh City, Hanoi, and Hai Phong.

At a recent international workshop titled “Developing Biofuels in a New Era - Key Priorities for Shaping Vietnam’s Sustainable Fuel Future,” Minister of Industry and Trade Nguyen Hong Dien emphasized that biofuels - especially E10 - are a strategic solution for reducing greenhouse gas emissions, adding value to the agricultural sector, and advancing green energy development.

He affirmed that Vietnam has been preparing the legal framework, technical infrastructure, and production capacity required to implement nationwide E10 usage by 2026.
