Minister of Education and Training Nguyen Kim Son said the proposal aims to concretize Resolution No. 71-NQ/TW. The ministry is currently drafting a Government Decree that would establish a framework for professional allowances for public education employees.

The plan includes a phased implementation with two distinct stages.

In the first phase (2026–2030), MoET suggests introducing a 20% allowance for school staff and a 15% increase for teachers in preschool and general education. Additionally, a 5% boost is proposed for faculty members in universities and vocational schools.

In the second phase (from 2031 onward), the allowance rates for preschool and general education teachers would fully align with the provisions outlined in Resolution 71-NQ/TW.

Minister Son noted that MoET is working closely with the Ministry of Home Affairs and the Ministry of Finance to finalize the draft Decree. The target is to submit it to the Government by 2025 to ensure it takes effect concurrently with the Teachers Law.

“In terms of resources, the implementation will be backed by the state budget through annual planning. We also hope that localities will take greater initiative in prioritizing education spending so this policy can genuinely improve teachers’ lives, encouraging long-term commitment to the profession and thereby elevating the quality of education while spreading the humanistic values enshrined in Resolution 71,” said Son.

According to the draft Decree on salary and allowance regimes for teachers, MoET also proposes expanding eligibility for several new types of allowances beginning in 2026. These include responsibility allowances, mobility allowances, and allowances for hazardous, arduous, or dangerous working conditions.
