In the early morning hours of August 1, torrential rain triggered a fierce flash flood and landslides in Hang Pu Xi Village. Rushing water and debris swept through the area, submerging large parts of the village.
In his letter, the Prime Minister wrote: “I was deeply moved to learn that, in a moment of life and death, in the darkness of night, village chief Mua A Thi, only 26 years old, bravely faced the deadly floodwaters. Without regard for his own safety, he warned and helped evacuate elderly residents and children. Thanks to his timely, wise, and resolute actions, the entire village of Hang Pu Xi - home to 90 people - was spared from a sudden natural disaster and avoided tragic consequences. I have asked the Chairman of the Dien Bien People’s Committee and the Minister of Home Affairs to urgently review and propose an appropriate commendation for Mua A Thi in accordance with regulations.”
On behalf of the government, the Prime Minister expressed admiration and praise for Mua A Thi’s bravery, clarity of judgment, and deep sense of responsibility and compassion - an embodiment of national solidarity and grassroots leadership.
He also called on every citizen, especially party members and officials at the grassroots level, to follow the example of Mua A Thi: courageous, community-minded, and wholeheartedly dedicated to serving the people.
The Prime Minister urged the media to widely share such exemplary stories and noble acts that protect public health, lives, and peaceful living - especially during times of disaster and hardship.
At the same time, he called on citizens to actively strengthen their disaster preparedness, remain calm and decisive in emergency situations, and support one another through adversity to restore and stabilize life.
The Prime Minister also directed the Ministry of National Defense, Ministry of Public Security, and Ministry of Agriculture and Environment to coordinate with other agencies and local authorities in strictly implementing disaster prevention and civil defense laws. He emphasized the importance of expanding community-based civil defense models, adhering to the “four-on-the-spot” principle: local forces, local means, local materials, and local command.
The head of government also emphasized the need for timely and meaningful commendations, encouraging citizens to unite in overcoming the impacts of disasters. He reaffirmed the vision of building a safe, prosperous, and civilized society - where no one is left behind.
